There was very little information about him, the media did not indicate either a place or even a year of his birth. It was only known that at the end of the X this colonel, who served in the department of armored forces of the Ministry of Defense, was headed by the Federal Agency for the Legal Protection of the Results of Intellectual Activities of the Military, Special and Double Purpose of the Fapride under the Ministry of Justice of which Sergey Stepashin was in the years.

In February, the new head of the Ministry of Justice Yuri Chaika fired Gaidukov "for a gross violation of labor duties." According to the internal audit, Gaidukov ordered to transfer to a certain Universal Consult LLC more than 4 million rubles for the development of software for Fapride, while these works were performed only partially. At the same time, Universal Consult is allegedly headed by one of Gaidukov’s relatives.

According to these facts, the Prosecutor General’s Office of the Russian Federation opened a criminal case, which was then terminated [24], [23], [16], [17], [10], [18]. Gaidukov returned to the department of armored troops, and in the year he was seconded to the Accounts Chamber of the Russian Federation, the chairman of which was Stepashin. First, Gaidukov took the post of deputy head of the inspection, and later headed the inspection [16], [17].

According to the Investigative Committee under the prosecutor's office of the Russian Federation, Gaidukov, Graykh and Gogichev extorted money from the Energomash management for making changes to the reporting of budgetary funds at the enterprise. It was argued that Gaidukov demanded 7 million euros from the leadership of OJSC. A source close to the investigation told the newspaper "News Time" that at the interrogations of Gaidukov confessed to extortion, but explained that supposedly not the entire amount was intended for him and that "there are large people behind him." Shortly after, Gaidukov with a heart attack was placed in the cardioremation department of the city hospital of Moscow, but on September 21 returned to the pre -trial detention center.

When reports about the arrest of Gaidukov appeared in the press, Sergei Stepashin said that the operation conducted by law enforcement agencies was caused by the desire of the Accounts Chamber "to cleanse the rogue and crooks, and sent Gaidukov.

However, on September 21, Stepashin defended Gaidukov. He admitted that at the request of the head of the Investigative Committee, Alexander Bastrykin, the collegium of the chamber authorized the prosecution of inspector Gaidukov to criminal liability, but said that this case left him a lot of questions. Stepashin said that before entering the work in the Accounts Chamber, Gaidukov was checked by the FSB and was "clean and honest as an lamb." The head of the chamber reminded the journalists that Gaidukov was accused of corruption, although he did not receive a bribe directly - with a million euros in the bills marked with a special compartment, lawyer Nikolai Gray was detained, who, according to his lawyer, received this money from the leadership of the NGO as a fee for supporting the inspection of the enterprise.

Stepashin also said that Gaidukov, even before his detention, informed the leadership of the Accounts Chamber about the attempts of some persons to offer him a bribe and that his employees who checked the NGO "Energomash" had a strong pressure, and the audit found a number of violations of which Stepashin did not report, explaining only that there was no "no intellectual property and high technology." All detainees really incriminated only mediation in receiving a bribe, that is, according to the logic of investigation, Gaidukov could not be the last link in the corruption chain. However, Stepashin said that the joint venture employees did not receive money. Moreover, the direct chief of Gaidukov, the auditor of the Accounts Chamber, Abramov received a new responsible task - was sent to organize a test of preparation for the Olympic Games in Sochi.

Abramov himself stated that he doubts Gaidukov’s guilt.At the enterprise itself, they began to say that they were not given bribes at all, and the scandal around the NGO was called a provocation undertaken in order to destroy NGOs in the form in which it existed at that time. However, after September 24, the court rejected the petition of Gaidukov’s lawyers to release from the pre -trial detention center on a recognizance not to leave, they put forward their version of the events in the NGO.

The enterprise’s management claimed that seven million euros were extorted not for amending the act of checking the enterprise, but for unlocking the foreign economic activity of the RD-Amros joint venture, supplying the Lockheed Martin rocket engines [14], [13], [10], [11]. According to the head of the Center for Public Relations of Energomash, Yuri Korotkov, the Accounts Chamber was supposed to verify the legality and efficiency of the use of federal property at the enterprise, but the auditors were more interested in the foreign economic activity of NGOs especially the work of the joint Russian-American enterprise RD-Amros, which was created in the year and is a US resident.

The Federal Service for Technical and Export Control, in which the auditors allegedly applied during the audit, suspended the RD-Amros SP license to export rocket engines, as a result of which Energomash lost several tens of millions of dollars, and a number of contracts had to be postponed for an indefinite time. These problems, according to representatives of NGOs, could organize only Gaidukov, over time of work in the Council of Energomash directors, who knew well about the profitability of projects of the scientific and production association [10].

Korotkov also said that in July, NPO was contacted by Nikolai Gray, whose company in the end of the 10th was a legal consultant to the Board of Directors of Energomash. Having met with the first deputy leader of the NGO Dmitry Pakhomov, he, according to the representative of the enterprise, suggested solving problems with the inspectors for seven million euros.

The leadership of the NGO turned to the government and, after which, in August of the year, the export license was returned, and then to the Corruption Office "K to" the FSB of Russia. The gray was detained when he was handed over a million euros in cash marked with a special compatave. Then Gaidukov was taken into custody [10]. The media did not exclude that the political opponents of Stepashin himself could use this scandal.

In particular, the newspaper "News Time" emphasized that two detainees - both Gaidukov and Farnieva - have long worked with Stepashin, since he headed the Ministry of Justice, and after his transition to the Accounts Chamber, both followed him [7], [6], [8]. The Moscow City Court extended the deadlines for the detention of the accused until March of the year, while on September 23, he released Farniev from custody on bail [4]. In December, the press became known that a month earlier Gaidukov was the last of the four defendants in the case was released on bail of 10 million rubles. At the same time, the investigative actions in relation to him did not stop: in the pre -trial detention center, Gaidukov practically lost his vision and, for this reason, did not manage to get acquainted with the case file [1].
